CAUSE:
Known issue with osmetrics.dll
FIX:
Workaround:
Modify the AdminServerPlugins.dat file, found in the Progress
install directory.Comment out this section:

#progress.jar
#Operating System Plugin
Then try starting the AdminServer again. This will not allow the
osmetrics.dll to load
