CAUSE:
Progress Explorer doesn't have a fillin field to define -basetable; -baseindex; -tablerangesize or -indexrangesize.
FIX:
Create a PF File (.pf file) and define these values.
Reference the PF file in the Other Server Arguments fillin field within Progress Explorer or by adding a reference for otherargs section of the conmgr.properties file.
