CAUSE:
This setting depends on the 'Save window positions & sizes' toggle-box available in Administration -> File -> Preferences.
Dynamics Preferences maintenance window manages the user preferences.
FIX:
Check 'Save window positions & sizes' toggle-box available in Administration/File/Preferences
Note that this 'Save window positions & sizes' information is indeed a user-profiled feature. (Use Re-Logon with another user to show it)
