Run-time licenses installed: Workgroup Database, Client Networking and Query/Results.
CAUSE:
This is expected behavior.
Progress installation creates different directories depending on whether a development or a run-time license is being installed. Also if only a run-time license is installed, you will not have access to development menus, for example the Data Administration menu.
FIX:
In order to have all necessary files and subdirectories under the %DLC%\src directory and access to development menus, a development license must be installed. Example of development licenses are such; 4GL Development System, ProVISION or ProVISION Plus.
