Can I install my newer version of Progress/OpenEdge on top of my older version on my Windows System?

FIX:
On a windows machine it is usually a good idea to install new versions into their own seperate DLC directory. This avoids any potential file or version conflict within the installation. Before installing the latest version, stop all processes related to the existing version, remove any Progress Related Environment variables, and install.
