CHANGE:
Migrated from Progress 8.x to Progress 9.x
CAUSE:
When installing the Progress 9.x, if you choose "Typical install" you will only get the mandatory products installed, so Report Builder, for example will not be installed as it is an "Optional" component. A Custom Install will allow you to select the optional components like Report Builder, provided that you have a license to run it.
FIX:
During installation, choose "Complete" install to get all of the Optional products, including Report Builder. If you have already installed Progress using the "Typical" install option, you can use the "add components" option to install Report Builder:
$ <Progress install directory>\SETUP.EXE -addcomp
