Does WebClient require Administrator privileges for Application updates?

FACT(s) (Environment):

FIX:

In 9.1C08 and 9.1D, a user will not need administrator privileges to update the application as long as there are no System Tasks involved in the update. If System tasks are required, then administrator privileges are also required.

However, the user does need FULL access to the App ID key in the Registry, HKEY_LOCAL_MACHINE\Software\<VendorName>\<ApplicationName> in order to update the app. If this isn't the case the user will see a 'PUT-KEY-VALUE failed (4454).' error after the update completes.
