Do we need to upgrade the <appname>.wcp file when upgrading WebClient from 9.1C to 9.1D

FIX:
The <appname>.wcp file will be upgraded through the use of the WebClient
assembler.
The <appname>.wcp file is the record of the version change done in the assembler, it's the generation of a new <appname>.prowcapc by the assembler that enables the clients to be upgraded.
