GOAL:
Why you might have to upgrade your Progress version when all you want to do is update the number of licenced users.
FIX:
Normally, the Progress Update utility is used to change the number of users or the expiration date for a Progress component. However, if such updates are required for an older, non-current version of Progress (e.g. for an 8.3B installation when 8.3E is the current version 8 release), then a version upgrade will have to be made at the same time.
