No references from previous releases of Progress are present as environment variables.

Prolib / Proctrl are not in use.

CAUSE:
There are Progress Services running in the background.
FIX:
Go to the Services listing (Start > Settings > Control Panel > Services) and Stop any services that might be running (AdminService or Proservice).
