SYMPTOM(s):
Installation fails with error.
AntiVirus is not enabled.
No references from previous releases of Progress are present as environment variables.
Previous versions of Progress uninstalled
There are no Progress services running on the system.
Prolib / Proctrl are not in use.

CAUSE:
References to an older release of Progress are still present in the registry.
FIX:
Use regedt32 to access the registry. Look at the following keys:
HKEY_LOCAL_MACHINE/SOFTWARE/PSC
HKEY_LOCAL_MACHINE/SOFTWARE/Progress Software Corporation.
Verify that the entries are consistent with the installed Progress releases.
Also look at HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services/ and see if an AdminService is registered that should not be there.
If any references to versions of Progress no longer on your system are found, remove them.
