FIX:
It is possible to install a Progress database license (Personal, Workgroup or Enterprise) on Windows XP. Everything should work as expected. However, Windows XP was intended for client and/or development products. Microsoft does not provide a server version of Windows XP. This suggests that the running of a Progress database product on this operating platform would not be advisable. In short, Windows XP was not designed to handle the workload that a database server can receive. Thus, Progress software suggests that their database licenses be run on a Microsoft Windows server product.
