Can't start broker under DOMAIN\user in Progress 9.1D
No message written broker log files
Error (1385) in the admserv.log

** Quoted string or VALUE( expression ) required. (1385)
DOMAIN\someone is a part of local Adminstrator group as well as has
following additional permissions
- Log on as a service.
- Log on as batch job.
- Act as part of the operating system.
- Increase quotas.
- Create a token object.
- Replace a process level token.

CAUSE:
Bug# OE00080407
FIX:
Start the broker from the command line with -user DOMAIN\someone switch instead of from Progress Explorer.
