You are not licensed to run the progress name server (8216)
CAUSE:
Global .profiles contained references to PROMSGS, PROCFG, and DLC for earlier version.
The environment variables in the global .profiles could not be overridden.
Setting the same environment variable in a shell and exporting it seemed to correctly change the current shell but still generated the error when starting the NameServer.
FIX:
Remove entries to invalid Progress environment variables from the global .profile scripts.
