performance issue resolved by increasing SEMMNU


A customer was experiencing periodic performance degradation while
running his PROGRESS application. The performance was fine upon start
up of the broker, then during the day, performance would decrease so
much that the machine would require a reboot. After the reboot, the
performance was "normal" again. After several weeks of this behavior,
the kernel was regenned and the number of sempahore undo structures
was increased. This is the SEMMNU parameter. Once this was done, the
performance problem did not resurface.
