SYMPTOM(s):
unable to prorest database
** Cannot find or open file <file-name>, errno = 13. (43)
CAUSE:
Mixture of Progress executables owned by owned by root and non-root user.
FIX:
All Progress installation files should be owned by one user so there is no problem getting to any of our installation files due to file permissions.
Although it is suggested that all Progress installations be owned by root to avoid some resource limitation problems, it is not a necessity.
