This version of PROGRESS compiles only encrypted programs. (1086)
CAUSE:
There are multiple progress.cfg files deployed on the server.
FIX:
Ensure that correct progress.cfg is being used either setting the PATH environment variable, or setting the PROCFG environment variable to the path of the desired progress.cfg containing the development license.
