CAUSE:
%DLC%\BIN is not in the Operating System PATH environment variable
FIX:
In the AUTOEXEC.BAT file, make sure that DLC is defined.
For example:
SET DLC=C:\DLC
and then add a new line at the end of AUTOEXEC.BAT:
PATH=%DLC%\BIN;%PATH%
PATH can have a maximum of 127 characters.
