CAUSE:
Microsoft issue - when you attempt to set up TCP connections from ports above 5000, the local computer may respond with a WSAENOBUFS (10055) error, which means "An operation on a socket could not be performed because the system lacked sufficient buffer space or because a queue was full"
FIX:
Use a port number below 5000.
