installed progress with old environment variables pointing to different version
procontrol buttons now display as Unable to format message number 5220
Unable to format message number 5220
FIX:
suggested client uninstall progress
search registry for references to older environment variables or older version of Progress which had been installed but was no longer on the amchine.
remove environment variables which are no longer valid for Progress
then reinstall
