Data Admin and Dictionary access is not possible or functions are limited.
you cannot dump or load data through the Administration
runtime license or only database product installed.
CAUSE:
you need a proper license and/or additional developers product like Provision (plus)/4-GL
FIX:
start the session with -rx parameter to get to the editor or do -rx -p _dict.p to gain access directly to the dictionary.
