FIX:
The "License Update" option within a Progress Win32 program group is used to upgrade user license counts. There are two alternatives when upgrading a user license count:
1) Within Windows, run the "License Update" option within the Progress program
group.
2) From the %DLC%\bin directory at the Windows command line, run "setup -u".
