CAUSE:
Report Builder install directory lacked execute privileges
FIX:
Change permissions on directory:
1. Highlight Report Builder folder
2. Right click to select Properties
3. Select Advanced under Properties
4. Set permissions to Everyone, This folder, sub-folders and files
