Changes in CALLED proc. are not recognized by CALLING proc.

PROBLEM : Procedure-A runs Procedure-B. During development, if changes
are made to Procedure-B, Procedure-B saved and Procedure-A
runs again, the changes don't take effect unless you get out
of the current Progress SESSION.

REASON : Startup parameter -q ( Quick Request ) is being used.
System Administration Reference states on -q option :
'-q parameter tells Progress to search PROPATH directories
only on the first use of a procedure'.

Please refer to the details in the appropriate documentation
of the version being used.

The documentation also cautions not to use this option
during development phase.

SOLUTION: Remove the -q option from the startup parameters.
