CAUSE:
More disk space and CPU are needed for an Oracle DataServer application than a Progress application.
FIX:
Have a more powerful machine.
On a bi-processor machine with 4Go RAM, the same FOR EACH loop took 3,200 ms with both Oracle and Progress tables.
