To dump data through the data dictionary or from the procedure editor it is necessary to have one of the following "development" licenses: Provision Plus, Provision, 4GL Server. Enterprise Database, Workgroup Database and Personal Database licenses themselves do not allow the dumping and loading of data via the Data Dictionary. Data can still be dumped and loaded without these licenses on Progress 8.2x and 9.x with the binary dump and load utilities. It is also possible to dump and load the data programatically via a precompiled piece of code.
Please refer to the Progress documentation set for steps on how to use the binary dump and load option of the utility PROUTIL.
Also, Data Definitions can be dumped and loaded without a "development" license by connecting to the database with the -rx parameter.
