CAUSE:
Promsgs file was not the correct size; it was much smaller when compared to another install of the same version on another W2K system. Original promsgs file had been corrupted by unknown means.
FIX:
Reinstall Progress or copy promsgs from a working machine to install directory of machine with corrupted file
