CHANGE:
Database BI which is normally only 3000 blocks had grown previous to startup to 228000 blocks.
FIX:
The database may not have fully initialized when the request to connect the secondary login broker was received.
Place a one or two second sleep (pause) between the start of the first broker and the start of any additional login brokers.
