GOAL:
How to migrate the database from one minor release to another minor release in version 9.
FIX:
Truncate the bi file with proutil -C truncate bi in the minro repelase you are coming from (e.g.: 9.1A) and restart the database in the new minor release (e.g.: 9.1C). The database will be automatically converted to the later release upon startup of the database.
