CAUSE:
This error can occur when the embedded speedscript contains UTF-7 coding and the encoding of the Internet Explorer browser is set to Auto-Select. Checking encoding again you'll see it falls back to UTF-7 and is grayed out.
FIX:
UTF-7 encoding is not supported
