Report Builder: How to export file in positional format

This knowlegebase is to explain a possible way to create an export
file in Report Builder with data in positional format. In other
words, how can Report Builder specify starting position for data by
character position instead of inches?

In order to do this you must:

1. Use a fixed pitch font (such as a 10-pitch/12 point courier new)
whose pitch matches the units per inch for the horizontal ruler
(10 by default) and
2. Line up the fields on the layout with the markings on the ruler
