Create new database as part of migration to Progress 9.1X
Procreate void database with 8k blocksize
Procopy empty8 database into new structure file (.st) produces errors
Index <number> is in use, but is a reserved index in version 7.
You must dump and load your database to use version 7. (4530)

CHANGE:
Converting Progress 8 to Progress 9
CAUSE:
PROMSGS environment variable was pointing to version 8
FIX:
Set PROMSGS environment variable to point to Progress 9.1X
