CHANGE:
Database converted from Progress 8.x to Progress 9.x, using conv89
CAUSE:
The DLC, PATH and PROMSGS environment variables are pointing back to the Progress 8.x installation directory, when the database had already been running in a Progress 9.x environment.
FIX:
Change the environment variables DLC, PATH, and PROMSGS to Progress 9.x
