CAUSE:
On some installations of Windows 95, 98 and ME the file C:\WINDOWS\_DEFAULT.PIF has an invalid value for the environment size setting.
FIX:
Open the property sheet for the file C:\WINDOWS\_DEFAULT.PIF and change the environment size setting to 32000
