You cannot edit the master until you move a copy of the source file (i.e.
adm\objects\folder.w) into you PROPATH.

There is no copy of the source file (i.e. adm\objects\folder.w) in the PROPATH.
FIX:
Copy the source file (i.e. adm\objects\folder.w) in to the PROPATH.
