NameServer crashing with CGIIP
ERROR: An unhandled exception was received. Please report this to Progress.
ERROR: Exception: java.io.IOException: Connection refused (8217)

Full upgrade of all components to Progress 9.1C is not possible

Using an another Messenger can be done
CAUSE:
The NameServer is inundated with continous CGIIP process requests. When this occurs, the java layer receives an exception from the UDP protocol, causing JAVA TCP saturation.
Failure is specific to these platforms:
- Linux RedHat 6.2 - JDK 1.1.8
- UnixWare 7.1.1 - JDK 1.1.8
- Windows 2000 - JDK 1.2.2_007
FIX:
Use other other messenger(s), such as wsisa.dll or wsnsa.dll. The DLL(s) are only loaded into memory once, thus preventing overload of additional processes communicating with the NameServer.
