FIX:
For Progress/WebSpeed installations on Windows, the MS JVM is installed under the jdk and jre directories under %DLC%. So, no the JVM is not installed anywhere else but %DLC%.
Even if the SYSTEM PATH is set to point to another java/jvm version (used by another application) that resides within another directory, this will not effect Progress. This is because Progress internally calls the jvmstart executable that uses the JREHOME and DLC variables set within the registry. By default, JREHOME is set to %DLC%\jre directory.
