CAUSE:
DefaultFont and DefaultFixedFont of progress.ini file are pointing to non existant fonts.
The fonts referred are not anymore in the system.
FIX:
Change the DefaultFont and DefaultFixedFont of progress.ini and make them point to existing fonts in the system.
