Client moved database files from one machine to another using tar
Client extracted files from tar selectively
CAUSE:
Some of the database extents are missing or the permissions to the files do not allow access.
FIX:
Make sure that the <database name>.db exists in the expected location.
This error indicates that we do not have permissions to interact with the file or the file is not in the expected location
