Substring() is splitting double byte characters
CAUSE:
Current codepage is not for double byte characters.
Did not set the startup params -cpinternal and -cpstream to BIG-5 for double byte enabled codepage.
FIX:
set the startup params -cpinternal and -cpstream to BIG-5, allowing for double byte character usage.
