Invalid shutdown request from <user-id> on <tty>. (541)
AT Task runs as "SYSTEM" user by default
Using AT command
CAUSE:
The specified user has tried to shutdown a PROGRESS database server, but a different user started the server. Only the superuser or the user that started the server can shut it down.
FIX:
The user can be changed right-clicking the .job file created under c:\winnt\tasks directory. There is a file with extension .job, for example, At1.job.
Go to Properties - Task Folder
Fill out the "Run as" field properly with information about the user who started the database
