Tag Extract files and search order
The Tag Extract routine, tagext16.dll, requires two additional files:
tagext.dfa and tagext.llr. The following search order is used when
attempting to locate the additional files:
1> current directory
2> WINDOWS directory
3> the directory which contains tagext16.dll
4> PATH directories
This search order is the same used when looking for .ini files, or
when LoadLibrary attempts to locate .dll files.
