CHANGE:
9.1C patch had been installed
CAUSE:
This regression was caused as a side effect of patching 20010606-020 and 20010626-004
CAUSE:
This is a known issue, fixed in 9.1D release of Progress.
FIX:
Upgrade to Progress 9.1D or later release.
