AppServer and NameServer does not start up the first time the AdminServer is started
AppServer and NameServer starts up the second time after the AdminServer is restarted
Error within admserv.log file;

[AdminServer] reload file later

Defined ubroker.properties file (within $DLC/properties and/or %DLC%\properties) is partial
Only child components reside within ubroker.properties file;

CAUSE:
Using and/or loading a partial ubroker.properties file is unsupported and unacceptable. The ubroker.properties.template file must be used as a base. If the base information within the ubroker.properties file is not present, then there is potential for many unforeseen problems.
FIX:
Build new a new ubroker.properties from the ubroker.properties.template file
