The $DLC/progress.cfg is not read-only
CAUSE:
DLC and PROCFG variables are not set before running the Product License update.
FIX:
Set following OS environment variables and re-apply licence update:
DLC=/path_where_progress_is_installed ; export DLC
PROCFG=$DLC/progress.cfg ; export PROCFG
