Error occurred while creating CONTROL-FRAME: <frame name>.

Error code: 0x80070005 (5898)
Progress has been installed via Netsetup.
Error only occurs when a particular user runs the application.
CAUSE:
User does not have access to the domain where Progress is installed.
The Netsetup install references this domain.
FIX:
Re-install Progress via Netsetup without reference to the domain in the path.
