CAUSE:
The database startup parameter -B (or blocks in database buffers) is set too low.
FIX:
Increase the -B database startup parameter as recommended in the Database documentation. The optimum value depends on the application and available memory. The number of database blocks in buffer can have a huge effect on performance.
