CAUSE:
This is expected behaviour. The Report Builder graphical report designer is not available in OpenEdge 10.x. Report Builder Runtime Engine is still available in OpenEdge 10 for purposes of backwards compatibility and to enable customers to access and display their existing Report Builder reports.
FIX:
Migrate to an alternative reporting solution or use a Progress 9.x Report Builder graphical report designer to design your new Report Builder Reports and use the Report Builder Runtime Engine to generate these reports using 4GL/ABL.
