CHANGE:
Patch 9.1C23 was installed
CAUSE:
Some DLL are not correctly registrated if no Microsoft Service Pack is installed
FIX:
Install the latest Microsoft Service Pack to the current Windows installation and then reapply the Progress patch 9.1C23
