Although blank user access was disabled a blank user could use the DataAdmin options.
CAUSE:
The user who disabled the blank user access (and added a user to the user-list) in the Data Admin tool was the db-creator. He did not close the initial 'creator-session' that he opened as blank user and tested the DataAdmin options in this session.
FIX:
After having disabled the blank user access, leave the 'creator-session' and open a new session as blank user. Then, the new permissions will apply.
